The Common Council (French: Conseil communal [kɔ̃se kɔmynal]) is the lower house of the bicameral Estates-General of Carrelie. It has 700 seats, which are filled by members known as National Councillors (CNs) though biannual elections using party-list proportional representation. Like the upper house, the Senate, it meets in the Palace of Democracy in Mont-Sanguine, though it also previously sat in the Cathedral of Our Lady of Mont-Sanguine until 2004.
