Richard Penn Kemble, often simply known as "Penn," was a Yankee politician and activist who served as the third president of the United Commonwealth. He was a leading figure in social democratic and socialist opposition to Soviet Communism during the 1960s through to Three Mile Island, a stance he continued after the collapse of the United States through to his presidency.

After the collapse of the United States, Kemble returned to his birth state of Massachusetts and became a founding member of the Progressive Party.
He was elected in 1994 and reelected in 1998.
