Juliana (Yohannes: Juliana Maria Siti dari Jayapurnama; born 19 January 2000) is Empress of the Selandrans, Queen of Meridun, and is recognised by convention as primus inter pares by the other federated monarchs in the Yohannes Archipelago. The eldest grandchild of Emperor Buwono II and Empress Sitakasih, she acceded to the Chairmanship of the Imperial Presidium following the abdication of her grandfather for health reasons on 6 November 2023, with Members of the Selandran Deliberative Assembly voting 300-57 for her enthronement on 13 November 2023.
Early life
Juliana Maria Siti dari Jayapurnama was born at 3:18 on 19 January 2000, while her father—Hardino, Crown Prince Mangkebuwono—and mother—Priscila, Crown Princess Ceritabumi—were on a three-day visit to Yekateria with the Ministry of Foreign Relations and Trade, at Nataliska North City Hospital, being their only child and the first grandchild of Emperor Buwono II.
According to ((OOC: Screwhorn77's nation)) news agency, "The birth of the Selandran Princess in Yekateria would create an interesting mini crisis, for the Selandran constitution forbids any Imperial, Royal or noble title to be inherited by registered persons born outside the country." In practice, the Selandran Deliberative Assembly still formally proclaimed Juliana as princess on 21 January 2000, registering the new baby and granting her a birth certificate location in the Kingdom of Anggurkarta.
Education
Once she turned six, Juliana was enrolled in the prestigious private Madaniah Independent School Kindergarten, where many Selandran noble and wealthy families send their children. In a break from existing tradition, however, Crown Prince Mangkebuwono sent the princess to the government-funded and operated tuition-free state school system at primary and secondary, where he said, "Juliana could know what it's like to interact normally with citizens and permanent residents up to the age of 18."
In December 2022 the princess travelled to the University of Magecastle for a two-month foreign exchange programme in Political Science and International Relations. Her father insisted on the Communal Union of the Ice States due to the reputation of its delegation in drafting international law in "its corner of the world."
Personal interests
A cultural anthropology enthusiast, Juliana accompanied her father who attended the 2019 Theocratic Matriarchy of Holy Marsh Festival of the Romani celebrations in Mar'si. While there, Crown Prince Mangkebuwono instructed his daughter to attend an Advanced Sardic Theology course in St. Huskilane Advantagium. The princess later revisited the occasion in her book, The Romani-Mar'si Union—A Military Power in a Faraway Region.
Crown Princess
Having been appointed as successor by her father, Juliana accepted a government invitation in January 2023 to attend a veteran day's parade in Andrenade. The crown princess described it as a "cold and snowy day—quite the captivating experience" and an "eye-opener", with a "procession that does not shy away from displaying the brutality of war—battle-scarred armoured vehicles, hungry-looking foot soldiers."
In March 2023 Juliana visited ((OOC: t_iixx's port city)), accepting an audience with the Shadow Minister's tertiary education commissioner.
Empress
On 20 October 2023, Speaker of the Deliberative Assembly Prince Hamengkubuwono announced that Juliana's grandfather, Emperor Buwono II, would abdicate on 6 November 2023. Members of the Selandran Deliberative Assembly voted 300-57 on her enthronement as the 47th Empress of the Selandrans as of 13 November 2023.
Juliana set out to rule by good advice and counsel, letting the elected Lord High Steward incumbents and their technocrats take the front seat in her Court. She played a role in the expansion of private and foreign investment in Selandra and the modernisation of the Selandran Home Fleet in the Yohannes Archipelago, amidst a period of industrial and political change brought about by the overseas territorial expansion of the Jayapurnama Monarchy—the collection of kingdoms, principalities, and other territories that were ruled by her dynastic family.
Through the legal submission of citizens-initiated referenda in the Deliberative Assembly, Juliana encouraged the abolishment of archaic state ceremonies, such as the traditional requirement for newly naturalised citizens to kiss the feet of the local nobility in their province, and broadened the range of people with whom royalty socialised. In a speech to the assembled Members of the Deliberative Assembly on 24 December 2023, she later quipped, "I had promised to modernise the monarchy, and I will keep that promise with our ongoing effort to increase its inclusivity and meritocracy—ensuring that contributing members of our society could join its exclusive social class."
Domestic policy
Juliana's power is largely concentrated in the field of foreign relations. Domestically, the empress rules as a figurehead monarch. Her constitutional power is constrained by not just existing limitations imposed by the Selandran Deliberative Assembly, but also the growing influence of the local governments. The Jayapurnama monarchy is not a unified monarchy governed by a single legal and political system—it is neither a centralised state nor a federation, but an association of separate kingdoms, republics and counties governed by kings, princes and lord mayors, each fiercely defending their rights against the Selandran Deliberative Assembly. Historically, to secure their authority in the Yohannes Archipelago, Selandran emperors were frequently forced to appease local governments, both noble and elected. By the time of Emperor Buwono II's reign, his domestic authority had become largely ceremonial during local legislative sessions, and his political opinions were frequently ignored by the national legislative actions of the Selandran Deliberative Assembly.

Titles and heraldry
Constitutional title
The Yohannes language has two words equivalent to the term "full title": gelar agung (constitutional title, lit. "great title"), which refers exclusively to Gelar Agung Kaisar Selandra (Constitutional Title of the Emperor of the Selandrans) and gelar lengkap (full title, lit. "complete title"), which is commonly used by persons and institutions in Selandra.
The full title (in Yohannes) of the emperor—or, if the reigning monarch is a woman, empress—is:
Baginda Sang Ratu Kekaisaran
Atas Berkat Rahmat Tuhan Maharani Selandra,
Ratu Meridun dan Ratu Anggurkarta;
Putri Agung Duaselawan dan Putri dari Kelapan;
Penguasa Cibinung, Kadipaten, Hak Tuah, dan sebagainya.
which translates to:
Her Majesty the Queen Imperial,
By the Grace of God Empress of the Selandrans,
Queen of Meridun and Queen of Anggurkarta;
Grand Princess of Duaselawan and Princess in Kelapan;
Lady of Cibinung, Kadipaten, Hak Tuah, etc., etc.
Heraldry
Nationalism in the Yohannes Archipelago has had multiple periods of development since the Selandran Deliberative Assembly took legislative power from the emperor in 1728, although it was only by the 19th century that the heraldic emblems of the reigning dynasty began to evolve as the concept of the state as separate from the Selandran imperial family gained traction. These emblems and seals came to symbolise the sovereignty of the state, distinct from the emperor or his family—this notion had hitherto been foreign in the archipelago, where the Jayapurnama monarchy was seen as the personal property of the emperor. Many of the territories and nationalities within the Jayapurnama monarchy were united primarily by their loyalty to the emperor as their hereditary ruler and as the symbol of unity of the people across the archipelago.
Name
Before her enthronement, Juliana was commonly referred to in Selandran media by her princely title Putri Mahkota (Crown Princess, lit. "Female Heir to the Throne") or Putri Kekaisaran (Princess Imperial, lit. "Imperial Daughter"). Upon succeeding to the throne she is referred to as "Her Majesty the Empress" (Baginda Sang Maharani), which may be shortened to "The Empress" (Sang Marahani). In writing, the empress is also referred to formally as Queen Imperial (Ratu Kekaisaran).
