The Accord can trace its origins to the proposal of Lusittian Prime Minister [[Lucas Albertinni]] in June of 1991. Albertinni posited an economic and customs union between Seredinia, Drevstran, and Lusittia as "beneficial for the futures of all East [and Central] Belisaria." While initially the proposal was met with skepticism by Seredinian [[Ispolnitel of Seredinia|Ispolnitel]] [[Anatole Ignatievich Apraxin|Anatole Apraxin]] and his Drevstran counterpart, after the [[East and Central Belisarian Recession of the 1990s|recession of the 1990s]] saw economic growth stagnate across the region, Apraxin reopened the subject.
 
Apraxin led the charge which would see the signature of the '''Castelonovo Pact''' in May of 1998. The Pact mandated the creation and promotion of the Angrast Accord, named for the capital city of Drevstran where several negotiation sessions took place.
