The Federal Assembly is the bicameral legislature of the Votyalia. It was initially formed via the 1887 Constitution, replacing the previously powerless, rubber-stamp legislature under the Votyalic monarch. It is the strongest governmental institution in Votyalia.

The powers of the Assembly are detailed in the aforementioned 1887 constitution, as well as the so-called January Constitution and the 1912 Federal Constitution -- both actually being sets of amendments to the original 1887 document. The Assembly comprises two bodies; the Assembly of the Land (or Zemsksobor), which has 112 members, and the State Duma (or Gosduma) which has at least 576 members and currently has 616. The Council is elected indirectly by the thirty-four Federal Subjects, with representatives distributed by population. The Gosduma is elected via mixed-member proportional representation, with exactly 288 single-member districts and a nationwide closed party list which allows for numerous extra deputies through overhang and adjustment seats.

Members of the Assembly meet in the Federal Palace of Democratic Ideals in Yasnaya Polyana. While the Prime Minister officially leads and sets the agenda of the Gosduma, a President of that body as well as the Zemsksobor maintain moderating powers.

History

The Federal Assembly was formed via the 1887 Constitution; its direct predecessor, called the Zemsky Sobor, provided a model for the upper house of the eventual assembly.

Initially half of each body was directly appointed by the monarch, or Tsar. These powers were limited first in 1880, when the Gosduma became fully directly elected via first-past-the-post single-member districts. The Sovereign's appointments and position altogether were done away with during the Christmas Revolution of 1935, which saw the Tsar deposed and exiled alongside his family.
