The Federal Legislature is bicameral, being composed of the 277-seat National Assembly and the 63-seat Ward Assembly. The houses have identical powers. Members of both houses represent the wards, but, whereas seats in the National Assembly are elected via a nationwide {{wp|Party-list proportional representation|party-list proportional system}}, each ward seperately elects three members to the Ward Assembly. Both are elected in full once every four years, with the last election being held in 2014.

This means that they can get represented on committees, and have full speaking rights in debates, and each group gets an allowance of 79,000 HTN a year.


Between the two bodies, there are currently five parliamentary caucsuses. Caucauses in Pharexia refer to parties that frequently meet or work together to pursue common legislative objectives.

The Rokthing (Swedish: Rokthingi; Hverlandic: Bergþingi ) is the national governing body of Hverland. It meets in the Björnsson Building located in central Pétursfjord.

The Rokthing is unicameral, being composed of a 179-seat assembly. Members are elected via a nationwide party-list proportional system. Elections are held every four years, with the last election being held in 2018.

The Rokthing meets regularly between January and September for regular session, but a special session can be called in order to complete unfinished business or to continue negotiations on the government's budget for the following year.

There are currently six parties plus two independents represented in the Rokthing.
