Zoning in Ultima Borealia is jointly managed by both the Hundreds/Autonomous Cities and the central government, via the Ministry of Urban Development and Transportation; all zones are first drawn up by the Hundred of Autonomous City Planning Commissions (elected at the various monthly Things), with their designs formally approved by the people at the monthly Things; however, the Ministry of Urban Development and Transportation modifies the zoning plans of all Hundreds/Autonomus Cities as it sees fit, largely to coordinate the zoning plans of various adjacent Autonomous Cities in one urban area or Region.

Borealian Zoning is most notable for its relative laxness when compared to Euclidean zoning and only involves 12 particular zones; most zones allow for various types of buildings, tending to allow for a "maximum use" rather than, as in Euclidean zoning, an "exclusive use".

This diagram shows what is and is not allowed in all zones. Homeless shelters and city parks are, by law, allowed in all zones.
