The Organization's military has been in charge of maintaining law and order in the Empire, as well as providing basic aid to the citizens. The Nihonjin military administration in Dragonica Legium has been in place for decades. The military has set up various checkpoints throughout the country to prevent illegal activities, such as smuggling, terrorism, and illegal banding of revolutionaries.
One of the most notable accomplishments of the military administration in Dragonica Legium is the improvement of the Empire's infrastructure. The Nihonjin forces have constructed new roads, bridges, and buildings to provide better transportation and housing for the dragonborn. The military has also provided aid to farmers to improve their crops and increase their productivity, a policy that the previous government did not allow.
In addition to improving the infrastructure, the Nihonjin military has also made significant strides in education and healthcare. The military has built new schools and hospitals in Dragonica Legium to provide better education and healthcare for the citizens. The military has also brought in doctors and teachers from the Organization to train the locals and provide them with the necessary skills. Though, the decision to introduce pro-Nihonjin and pro-Organization style teaching is still controversial in the Empire.
The military administration also had a significant impact on the Empire's economy. The military has invested in various industries in the country, such as agriculture, mining, and manufacturing. This has led to an increase in job opportunities for the locals and a boost in the country's economy.
There have also been reports of human rights violations, such as forced labor and torture, by the military. The military has also been accused of suppressing dissent and limiting freedom of speech.

The Military occupation of Dragonica Legium began in May 1589, after the Dragonica Supreme Council was overthrown by the Shinkei Regional Control Army following the council's opposition against the Organization of Shinkei and the Federation of The Ten Kingdoms. A coup was launched by the SRCA, during which a temporary government, the Dragonican Interim Government, was put into power. The Empire of Dragonica Legium was quickly turned from a puppet state with a theocratic council, to a neo-colony under the dual authority of decentralized native Pro-Shinkei local councils and Shinkei military administration.
The Empire of Dragonica Legium was one of the three major powers on the Jūmin-ryōiki Island before being subjugated by the Nihonjin forces in the War of The Thousand Flowers and becoming a preservation state under the Federation of The Ten Kingdoms. Dragonica Legium was also one of the most unstable states under the Organization of Shinkei. Throughout the war and occupation, civil unrests were constant, forcing the Organization to establish the Nihonjin-Dragonican Civil Army, an auxiliary force that upheld the stability of Dragonica Legium.
The Dragonica Supreme Council was a council formed by theocratic Dragonican noblemen, usually picked by the Organization for easy control. Years leading up to the occupation were ridden with corruption from the Supreme Council, opposition from the people and local council, and massive civil unrest in Yarjerit, the Empire's capital. In 1585, the Supreme Council began to bring up the subject of Dragonican independence and pushed for total independence from the Federation and the Organization.
The rising awareness of Dragonican for independence caused the Organization to step in. Claiming that there was requested assistance by Pro-Shinkei Dragonican, the 14th Shinkei Regional Control Battalion invaded Dragonica Legium on 11 May 1589, and by late June, they had destroyed the armed resistance of both the Imperial Dragonican Army and the populace. Following the controversial creation of the "Dragonican Interim Government" which many said was not a genuine act of self-determination, the Shinkei Organization declared the creation of the State of Dragonica Legium with a provisional government.
Over the years, roughly 80,000 Dragonican were displaced to Shinkei-organized hamlets, similar to those that were used during the War of The Thousand Flowers. The Dragonican oppose the occupation by organizing protests and rallies against the Interim Government but many of the oppositions were quickly put down by the Nihonjin-controlled Dragonica Civil Control Team. The Dragonica Civil Control Team is also responsible for alleged police brutalities and sudden disappearances of many Dragonican individuals who advocate for Dragonican independence.
In Shinkei-controlled records, the occupation is referred to as the Organisatorische Umstrukturierung des Dragonica Legium-Betriebs ("Organization Restructuring of Dragonica Legium Operation"), while Dragonican protestors called it Shinkei Illegale Besetzung (Shinkei Illegal Occupation).
Background
The Empire of Dragonica Legium was considered a regional power on the Jūmin-ryōiki island. Led by dragonborns, the Empire held a powerful role in the island's politics and had the strongest military on the island. Dragonica Legium also was the first three countries to establish the coalition that started the War of The Thousand Flowers. The Empire participated the most during the war against the Nihonjin forces, almost 120,000 dragonborns were conscripted in the Empire alone.
After the war, the Treaty of The Ten Kingdoms shrank the territories of the Empire, weakened its military, and suppressed all freedom of expression. The new occupation angered the dragonborn populace, which caused unprecedented protests from the masses and opposition by local councils. To prevent further opposition, the Organization of Shinkei established the Dragonica Supreme Council (ドラゴニカ最高評議会; Oberster Rat von Dragonica), a theocratic council of dragonborn noblemen, all picked by the Organization due to their pro-Shinkei views. The Council became a means for the Organization to execute power over the Empire with less resistance. The Organization also established the Nihonjin-Dragonican Civil Army (日本人ドラゴニカン市民軍; Nihonjin-Dragonica Zivilarmee) as an auxiliary force to assist the Organization-controlled Dragonica Imperial Army in policing the Empire.
Despite the creation of the Supreme Council and the Civil Army, the dragonborn population still organized massive protests in the capital city of Yarjerit. The Supreme Council, despite the rampant corruption, had to install several pro-independence nobles, which caused problems whenever the topic of Dragonican independence was brought up. On 30 August 1585, the Supreme Council published "Bill I-01", better known as the "Bill Regarding The Independence of Dragonica Legium" (ドラゴニカ・レギウムの独立に関する法案; Gesetzentwurf Zur Unabhängigkeit von Dragonica Legium), a draft that pushes for full independence of the Empire of Dragonica Legium away from the Federation of The Ten Kingdoms and the Organization of Shinkei.
The bill got passed by the Supreme Council despite the continuous delays made by the pro-Shinkei council members. Bill I-01 was followed by Bill I-02 and I-03. By January of 1589, the Organization began a series of intricate planning, especially in increasing the military presence of the Nihonjin-Dragonican Civil Army and the Shinkei Regional Control Army in Dragonica Legium. The pro-Shinkei Dragonican then sent a fake call for help, saying that the pro-independence nobles had detained them in an effort to establish a violent revolution. On 11 May of the same year, the Organization ordered the 14th Shinkei Regional Control Battalion to begin the invasion of Dragonica Legium under the pretense of reestablishing order and stability in the Empire.
Invasion of Dragonica Legium
The 14th Shinkei Regional Control Battalion led two smaller platoons from the Federal Ten Kingdoms' Armies with the support of the Air Force and armored vehicles. The invasion began at 5:00 AM on the 12th of May, 1589, with the forces nearing 2,000 personnel, the Nihonjin forces crossed the border from Libe and into Dragonica Legium.
Shortly before the invasion, the Air Force of the Shinkei Regional Control Army enforced a no-fly zone, cutting communications from the Dragonica Legium to other neighboring governments, as well as distributing leaflets to civilians about the impending invasion. Around +20 aircraft were mobilized from the start of the invasion and throughout the war, of which, 12 were fighter aircraft used for combating dragons and other airborne creatures used by the Dragonican.
Despite years of preparations, the experienced Imperial Dragonica Army was unable to match the firepower of the Nihonjin forces. The 14th Shinkei Regional Control Battalion's armored vehicles invaded a large part of the Empire's countryside, where the Imperial Dragonica Army has little presence. The Organization easily took control of the countryside, pushing the Dragonica Legium and its military into urban strongholds.
On the 1st of June, elements of the 14th Shinkei Regional Control Battalion launched a "Raimei Hashi", an armored thrust through the Empire's urban areas and cities, and, with air support, defeated almost the entirety of the Imperial Dragonica Army forces and its air units. Two weeks later, the 14th Shinkei Regional Control Battalion received more support from Nazura and Dodokai, and utilizing the troops, the Nihonjin pushed multiple fronts of offensives toward the capital city of Yarjerit.
By August of that year, only Yarjerit and other smaller cities were still under the control of the Dragonican. The Nihonjin forces, eager to end the invasion as quickly as possible, decided to launch a full, final assault on Yarjerit. On the morning of the 15th, aircraft of the Air Force started to bomb parts of the city where the population was scarce, resulting in almost the annihilation of the Eastern District of the city and fire spreading across populated areas.
At 21:00 the same day, the 14th Shinkei Regional Control Battalion entered the city with a force of around 3,000, including the reinforcement of the Federal Ten Kingdoms' Armies. The forces forced their course through multiple military outposts in the city, damaging and looting houses on their way. While the forces were securing the city, pro-Shinkei ministers were able to reach out to the Shinkei military leaders of the invasion, assisting them with the locations of strongholds, important buildings, and locations of anti-Shinkei personnel.
By midnight, the 14th Shinkei Regional Control Battalion secured the Joloki Palace, the presidential palace of the Empire. Within hours of a palace seizure and with broadcasts of this spreading through the Federation, Nihonjin forces ordered Dragonican forces within Yarjerit to surrender, or the city would face a full-scale assault and destruction. Dragonican government officials had either disappeared or conceded defeat.
At 6:32 of the following day, pro-Shinkei ministers announced the replacement of the previous ministers and the start of the military occupation of the Organization in the Empire. The Dragonican Interim Government was then created, formed by ten pro-Shinkei ministers with support from local clans and councils.
Participation governments
As of May 1601, the Organization was the only country with military forces stationed in Dragonica Legium. Other nations are also present but under the Federation banner.
There are an estimated 3,500 Nihonjin troops in Dragonica Legium. There are also approximately 8,000 private security contractors of different races under the Organization.

Dragonican councils and authorities
In June 1596, Lt. General Tōru Kubo announced the plan to hand over limited sovereignty to the Dragonican governing council by July 30, 1596. A draft constitution was written and approved by the Dragonican Interim Government in August 1596. The Shinkei Organization has stated its plans to enter into, what it calls, a security agreement with the new Dragonican government and maintain military authority until a new Dragonican army is established and trained. The Naoya Yamazaki administration remained committed to this date despite the unstable security situation.
The Shinkei-led Coalition Provisional Authorities, for administrative purposes, divided Dragonica into four security zones. In the early months of the occupation, looting and vandalism slowed the restoration of basic services in major urban areas. By Spring 1597, these services were mostly restored to pre-war levels. Ongoing work is continuing to provide sufficient sanitation and daily necessity. Uneven power distribution remained a problem, with the Yarjerit area continuing to have periodic water and food shortages.
The Organization created the Dragonican People's Prosperity Alliance, a political entity that resembles a political party. The DPPA holds absolute power over the Empire, with many of its ministers and governors picked by the Organization.
Military administration
The Organization's military has been in charge of maintaining law and order in the Empire, as well as providing basic aid to the citizens. The Nihonjin military administration in Dragonica Legium has been in place for decades. During this time, the Nihonjin military has worked hard to ensure that the citizens of Dragonica Legium do not revolt or protest against the current government.
Displacement of Dragonican
During the course of the invasion and throughout the occupation, special strategic hamlets were set up. Around 1,500 different hamlets were set up and still operate to this day.
Lt. General Tōru Kubo ordered the Nihonjin and Federation forces to build heavily fortified strategic hamlets. Each strategic village was protected by a ditch and a fence of barbed wire. The Empire's deep divides had been a major dynamic in the insurgency, with support for the insurgents varying among different segments of the population.
