The head of government of Gurkaniyan holds the dual titles of Khalifa (Uzbek: Xalifa) and Chancellor (Uzbek: Vakili). Elected by the Majlis ash-Shura for a seven-year term, the head of government serves in an Islamic sharia capacity as the Khalifa (political leader of all Gurkani Muslims) and in a secular capacity as the Chancellor (the chief executive).
