The consortium formed to fulfill a large contract issued by by the Killian senate, meant at the time to bolster not replace Killian defenses along the international border with Ordena.[2] This contract was soon doubled. Although Valo'Kap was accused of blackmailing the Killian government by threatening to withdraw services, this was denied by both parties.[3] The Killian government claimed to want to spare Killian lives.
