The Rightly Guided Convocation (High Khemric: Uahem Chimōit Thēmi), also known as the Khemric Uahem and the Khemric Parliament, is the national legislative body of the Rightly Guided State of Khemri. A bicameral body, it is comprised of the largely appointed Council of Experts with 70 seats, and the elected Consultative Assembly with 299 seats.
History
Preceded by the National Parliament, the Convocation was established in June 1978 following the 1977 Revolution. The prior Parliament was unicameral in nature, and widely derided as a toy parliament of the unpopular Pharaoh. In order to prevent a similar situation from coming to pass, the 1978 constitution established safeguards to the independence of the Consultative Assembly.
Since the revolution, the powers of the Convocation have increased, following the reforms of the Conciliatory Era. Though still subordinate to the Supreme Leader, the legislature now has powers to counteract that of the head of state, although they remain limited, and are seem as controversial if not counterrevolutionary by the traditionalist faction.
Functions
The Council of Experts was specifically designed to scrutinize bills, and is comprised largely by independent appointed members, who are considered experts in their field.
