The Quaestor (Greek: Επιστάτης) in Romaia, is a public safety authority, with departamental jurisdiction and in charge of a police headquarters.

Originally placed under the prefect, he answers hierarchically to the Director of the National Police – Secretary General of the Public Security. The relationship between the prefect and the quaestor is today instead a coordination relationship.

The quaestor forms a specific office called Quaestura (Greek: Επιστασία).

The quaestor is a general manager of public safety (in the most important locations) or a senior manager of the National Police and is a member of the departamental committee for public order and safety. He is responsible for and coordinates all police forces employed in services aimed at ensuring public order and safety, as well as in services for the prevention and defence of subversive acts.

The quaestor establishes the technical-operational methods, useful for achieving the objectives established by the prefect and the departamental committee for public order and safety. Furthermore, he is responsible for activities relating to police authorizations, possession of weapons, expatriation and immigration; he is therefore the head of the entire complex of police headquarters offices, as well as the head of the National Police in the department.

He is the departamental technical authority for public safety, with tasks distinct from the prefect, who remains the departamental "political" authority for public safety. The relationship between the two authorities is now based on the coordination model, the power of which belongs to the prefect with respect to the quaestor and the departamental commanders of the police forces (Gendarmerie, Customs).

The quaestor is the holder of the function of issuing ordinances with which all demonstrations or events that may disturb or affect public order are regulated. In this capacity and in the powers of departamental (technical) public safety authority, he has the power-duty of technical-operational coordination of all national and local police forces, present in the department, in matters of public order.
