The Haeseo National Guard is a military organization that assists the Royal Joseon Armed Forces in counterterrorism and territorial defense missions. The Haeseo National Guard is usually commanded by the governor during peacetime, but by the Prime Minister during wartime or when an executive order is issued.
In Joseon, which has a strong centralized tendency, the existence of the Haeseo National Guard is a very exceptional case. This is part of a measure to have a more robust and secure defense capability for the Haeseo, as the distance between the mainland of Joseon is far.
