States of Tarper

The Federal Republic of Tarper is a federation of twelve states. As the descendants of formerly sovereign states, the states retain a degree of sovereignty and self-government and maintain administrative independence from the Federal government, including independent legislatures and judiciaries.

Under the Articles of Federalization, certain policy areas, such as foreign affairs and defence, are the exclusive power of the Federal Assembly, while others fall under shared authority; the states retain all other powers not assigned to the Federation or expressly denied to them by the Articles of Federalization. Republics therefore have taxation power and responsibility over several other services.

Republics form the basis for apportioning the Federal Assembly and form constituencies for elections. Additionally, in areas under the states’ legislative authority, states have the power to enter into compacts among each other and, subject to parliamentary approval, treaties with foreign states.

History

The twelve current states are within the boundaries of historical kingdoms, counties, and regions. For example the state of Austerfluss retains the border of the Duchy/Kingdom of Austerfluss, meanwhile the states of Meerland and Vastridge-Netherstrand are in historical regions that were never independent polities.

The total number of states has fluctuated over the years from three to twenty. When the United Kingdoms was founded the subdivisions included the Kingdom of the Strand, Kingdom of Astra, and Kingdom of Austerfluss; this number would increase to five after the East Plamyadien Crisis which saw the addition of the Archduchy of East Plamyadia and Duchy of Outer Comico. During the communist revolution, there came about 20 subdivisions due to the sheer amount of communist republics declaring independence. In 1923, the CTCR, reformed the Socialist Autonomous Republics into 10 states. During the republican period there was no change to the borders of the states, but archived documents tell of a plan to progressively remove the existence of the states by unifying them into one entity to give Mans Hinder full control. After the Second Tarperti Civil War, the decision to keep Terraum and Bergfeld sovereign from Astra and Nordstrand, respectively, was tossed around and soon accepted, bringing the total to 12 states in a federal system.

Structure

Each Tarperti state operates as a unitary parliamentary republic with differing amounts of state authority according to the state's respective category.

The categories in order of greater to lesser state authority are as follows:

• Core Territories or Free States: Encompasses the main realms of the founding kingdoms of the United Kingdoms of Tarper. Federal and state power is divided 50/50.
• Cultural Territories or Autonomous Republics: Encompasses states that contain non-Tarperti majority populations. Thanks to constant petitioning state authority has increased from a 10/90 state-federal power share to a 40/60 power share.
• Satellite Territories or States and Free Cities: Encompasses territories that were conquered by the founding kingdoms. State-federal power share is 25/75.
