The Valkar are the national police force of Velikoslavia and has a significant range of duities ranging from traffic control, to border protection, to anti-terrorism. The agency consists of five major branches; the Imperial Justicar Commission, the Kollavik Central Police, the Border Security and Protection Division, the National Law Enforcement Board, and the Environmental Protection Agency. The agency takes primary direction from the Ministry of Interior and oversight from the independent Imperial Affairs Oversight Directive, one of which oversees day-to-day operations and the other which holds the organization accountable and audits spending and operations. The Valkar derives its authority from the 1893 Decree of Police Reform issued by Sjolund I, which was ratified by the Grand Synod. It is considered the internal equivalent of the Veritas Intelligence Directive.
Structure
Imperial Justicar Commission
The Imperial Justicar Commission (IJC) serves as the primary law enforcement agency of the Velikoslav government, responsible for domestic intelligence and security operations. Operating under the auspices of the Valkar, the IJC reports directly to the Statsministris and the Tsar.
The IJC’s multifaceted responsibilities encompass safeguarding the nation against terrorist attacks, foreign intelligence operations, espionage, cyber operations, cybercriminal activity, and public corruption at all levels. Additionally, it plays a crucial role in combating transnational criminal enterprises, major white-collar crime, and significant violent crime. The IJC is regarded as the domestic equivalent of the Veritas Intelligence Directive (VID).
Vargfangar
Another crucial component of the IJC is the Vargfangar, or “Wolf Fang,” which serves as the special forces unit of the organization. Equipped and trained as a military unit, the Vargfangar assumes responsibility for critical missions, including hostage rescue, counterterrorism operations, VIP protection, apprehension of highly secure targets, and any other tasks deemed too hazardous for regular agents. Recruitment for the Vargfangar is conducted through the military ranks of the IJC, with exceptional members of the Vangan Guard, the personal military unit of the Tsar, also considered. As a military unit, the Vargfangar undergoes training in the traditional Foundation Discipline Camp (FDC) for officers transitioning from the regular Justicar ranks.
Kollavik Central Police
The Kollavik Central Police is the law enforcement agency responsible for law enforcement in the Kollavik Governorate, the sole governorate in Velikoslavia directly administered by the Tsar’s government without an appointed governor. The Kollavik Police is not subject to the jurisdiction of the National Law Enforcement Board but is directly overseen by the High Inspector of Kollavik, who reports to the Viceroy of Kollavik. The Kollavik Police is regarded as an elite posting, and its recruitment process involves selecting individuals from other police forces across the country. Additionally, recruits must meet specific length of service requirements, with the minimum being five years of service in another law enforcement agency.
