Along with the ''[[Concilio Clerici]]'', it makes up the [[Salvian Convention of Houses]]. It is the representative body of Salvian citizens. Pursuant of Article 1 of the 1709 [[Salvian Constitution]], the ''Concilio Populi'' has 1 representative for every 100,000 plus 10; as of 2020, there are 240 representatives, of which 230 are elected by constituents and the other 10 are elected by the ''Concilio Clerici''.
