The Vygelas aþ’Tesoro (Guard(s) of the Treasury) is a Kouralian law enforcement agency under the authority of the Department of the Treasury in the Kouralian Office for Mainland Affairs, and constitutes a Type C Military reserve force in times of war. The Vygelas is among the oldest law enforcement organisations in Kouralia, and is responsible for investigating and combating wide-ranging plethora of primarily economic-related crimes, from tax evasion to territorial and maritime border security. Its Maritime Patrol Division possesses over 2,000 boats and 250 Aircraft to perform the task of patrolling Kouralia's territorial waters, including the inland-sea of the Gulf of Ino.
History
Remit
The Remit of the Vygelas aþ’Tesoro extends, according to the original writ of creation, to 'Protection of all official monies', established in 14AD by the king of the time to maintain a permanent guard on the treasury buildings, protect army pay convoys and to arrest and punish anyone who was suspected of/found guilty of counterfeiting. Over time this role has expanded and shrunk with the creation of, merging with and disbandment of different organisations and agencies. Additionally, throughout this time, as an arm of the Royal Kouralian Army, the Treasury Guard has maintained responsibilities to be able to mobilise and deploy as a military force alongside the regular Army. In the current day, the Treasury Guard's remit is considered to cover primarily economic crimes, or those which 'threaten the integrity, passage and security of public and official monies, as held by the Treasury'. This includes, but is not limited to: tax evasion, financial crimes, smuggling, money laundering, international illegal drug trafficking, illegal immigration, Admiralty and Maritime Law Enforcement, customs and borders checks, copyright violations, Serious Organised Crime operations, credit card fraud, cybercrime, counterfeiting, terrorist financing, maintaining public order and safety, and patrolling of the Kouralian borders.
As a secondary role, the Treasury Guard are to investigate all instances of serious corruption, whether it be perverting the course of justice or nepotism by senior officials.
Insignia
The uniform and insignia of the Vygelas has remained unchanged from its 20th century iteration after being reintroduced in the noughties. It fundamentally follows a martial line and shares many similarities with Police and City Watch uniforms.
Uniform
The standard uniform of a Tesorean Vygean (Treasury Guardsman) remains in the 'cloth of silver and gold' established as such in the Acte for Establishmente and Maintenance of the Guardians of the Treasurie (1500), and invariably conforms to the styles, and Dress Numbers used by Kouralia's other law enforcement organisations, such as the Village/Town/City Watches (Vygelas aþ’Urburgin/aþ’Urburgan/aþ’Urburgissim), Police and National Trust Rangers Service (Steallereas Vygelas).
In the dress uniform a dark silver jacket and trousers is worn, with gold buttons, collar insignia and ranks and accenting on the shoulder board. The dress cap worn is in a similar hue, with a black peak, silver band and crown, and gold and red chinstrap worn atop the peak. More senior Officers' peaks are adorned with laurel wreaths or rims of gold to indicate status. The boots worn by the Vygelas are invariably black, combats, and worn under the trousers. The reason for this deviation from the VaU is that the maritime and aeronautical role of the Treasury Guard precludes longer and less wieldy boots. All worn belts feature gold buckles and loops, and are made from brown leather. As all Tesorean Vygeans are firearms trained, all are entitled to wear the green beret of the Corps, and while rarely worn in lieu of the peaked cap in Dress Uniform, when wearing working dress it is the most common headdress.
Rank Insignia
All rank insignia is worn on the shoulder board and consists of gold metal pins on a silver cloth background, rimmed by gold cloth piping. The only difference to this is the rank insignia of Prefectural and Warrant Officers (respectively the highest ranking Commissioned and Enlisted personnel), whose shoulder boards are enamelled in a rich red colour as a mark of their status. Non-Prefectural officer rank insignia is marked with two crossed bayonets in the bottom/outer corners, signifying that insofar as the military is concerned, any Officer of the Treasury Guard has a rank equivalent or greater than that of a Lieutenant. Warrant Officers also enjoy this distinction, unless they hold an Auditory Warrant (i.e. are economic specialists, employed to audit personal and organisational finances). The only other uniform distinctions by rank are that Officers wear cross belts when on parade, while enlisted ranks wear belts - on duty, both wear Sam Browne Belts. The final distinction is that Company Officers wear a single gold cloth ring two inches from their cuff. Field-Grade wear two, and Prefectural-Grade wear two, with the space between the rings filled in with treasury red cloth.
Enlisted rank insignia consists of the collar number of the Guardsman in question, surmounted by the insignia. They follow the rank structure of the regular Army (and City Watch) identically, except for the addition of 'Chosen Man', a role representing experience or competency in a Guardsman who has not yet been promoted to Lance Corporal. This rank is signified by a 'C' surrounded by a ring. Warrant Officer ranks all feature the four-chevron arrangement of the Regimental Serjeant Major, being surmounted by either a crown or a wreathed crown to demonstrate seniority.
Commissioned ranks feature the engraved star, and wreathed engraved star insignia common to badges, cap badges and rank insignia of the Kouralian Watches, Police, Trust Rangers and Gaolers and Wardens Constabulary. They also feature the Kouralian Crown insignia, and for the Prefect of the Guard, a pair of crossed batons superimposed over a wreath. Prefectural ranks feature a single gold bar rather than the pair of crossed bayonets.
Banners
The Ensign of the Vygelas aþ’Tesoro is the official flag used to represent the Treasury Guard. It is a field of Treasury Silver with the Kouralian Flag in the canton, and the cap badge the Treasury Guard in the centre of the fly. This flag was adopted after the reformation of the Guard in the 21st Century, replacing the previous arrangement of Regimental and Royal Colours which it inherited as a Corps of the Army. These Colours are retained, and will be flown by the Guard in times of war, should it provide any Battalion-or-greater sized formation for the Kouralian Army. The Ensign is flown from the flagstaff of every Tesorian Station House 24/7, and is hoisted and hauled down by the Station House's Duty NCO, and saluted by the Senior Orderly Officer when such occurs. It is also flown from all vessels of the Maritime Patrol Division, both in port and when under-way at sea.
There are three other main flags of the Treasury Guard, two of which are defacings of the primary Ensign. The Prefectural Ensign is flown at any Station House or on any Cutter-sized vessel which is currently the headquarters of, or host to a Prefectural-grade Officer (Questor, Vice-Prefect and Prefect). It is identical to the Ensign of the Vygelas aþ’Tesoro, but with a single diagonal line of red behind the cap badge. The Personal Ensign of the Prefect of the Guard is flown permanently at Kingston Point Customs House in Kurton, and is also flown by any Station House or vessel which is conveying, host to, or acting as the headquarters of the Prefect of the Guard. It is identical to the Ensign of the Vygelas aþ’Tesoro, but with two parallel diagonal red lines behind the cap badge.
The final flag is the Battle Ensign of the Vygelas aþ’Tesoro, and as with the Regimental Colours above it is flown in times of war. While the Colours are flown by a ground-forces detachment of Tesorian Vygeans attached to the Kouralian Army, if the Kouralian Royal Navy places any Cutter or Boat under its authority (meaning that it is functionally a Kouralian Naval Vessel, though still prefixed 'RKTV' - Royal Kouralian Treasury Vessel) then the Battle Ensign replaces the regular ensign. This ensign has a field of Naval Blue with the Kouralian flag in the canton and the cap badge of the Treasury Guard in the centre of the fly. It is functionally a defaced Kouralian Naval Ensign.

The weapon fires six heavy '.455 Kour' cartridges, recommended for use at no further than 50m. Weighing 1.1kg when unloaded, it was replaced in service in 1965 for a semi-automatic pistol, though it has remained in use in policing and rear-echelon units. Two examples of its modern use is in Military Police units and Land Transport Corps Firefighting units. The former typically use it to finish off an executee in the event that the rifle volley doesn't kill them, while the latter issuing is intended to be used in the event that the firefighter becomes trapped and unable to escape. |
