The ideological foundation of modern Burish councilism was laid in the late 19th century by the [[Diehlites]], a radical social and political movement of Burish farmers led by [[Werner Diehl]].  The Diehlites were closely connected to the [[Church of Burland]], whose radical theology had long conflicted with the more conservative denominations of western Valduvia.  The Diehlites were opposed to what they considered to be the marginalization of Weranian speakers by the [[Valduvian Empire]], and sought to create a society based around self-sufficient agrarian communes.
