The title of Tsǫt'aan first appeared in the year 7274 BR, also known in Dze calendars as 0 AQ, when [[Tsotʿaan Quƚaq|Quƚaq]] of the Alx̣tśani clan successfully managed to bring all Dze clans and tribes under his command in the [[First Dze Confederation]], instead of diminishing the title of the defeated chieftains he would then proclaim the creation of the title to signify a primus inter pares paradigm that would dominate the governing of the confederation he now ruled. The title itself could only be inherited by one of his family up to the second grade if they wished to be elected as such, leading to a semi-dynastic, semi-elective monarchy being established.

Tsotʿaan is a title of imperial rank in Dzenic and some human languages, equal in status to Emperor and someone who rules a Dze Confederation. The title is genderless and the spouse of the Tsotʿaan bears the title of Ṕaaq́tʿaan, meaning "second leader".

It can also be translated as "Tʿaan of Tʿaans" or "Great Tʿaan", with the former being the most common rendition for people outside the confederation.
