The National Council is a four voting-member, six non-voting member council that acts as the Head of Government of the Federation of the Alezian Union. The establishment of the national council was enacted as part of the Reunification Treaty of 2021 between the government of North Alezia and the government of South Alezia before reunification as an agreed method to maintain the strength of reunification through ensuring that no region were unrepresented in the daily activities of the Alezian Union.

However, in the case that a transfer is not possible such as due to the transfer happening before the election, the Councillor must give their position to the rarely mentioned "Emergency Councillor". However, due to the relative safety of the Alezian government, the law has never been used.
 
The Continuity Law also refers to the inability for the Premier to disband the National Council fully. However, should the National Council can't operate, the Premier takes its' responsibility and vice versa.
