The House of Commons (Onslander: Lagerhuis, Robrumaran: Folkshûs) is the lower house of the Royal Courts of Onsland. Like the upper house, the House of Nobles, it meets in the Capitol Building in Maanstelle, Onsland. The House of Commons is an elected body consisting of 525 members known as members of Parliament (MPs), who are elected to represent constituencies by the first-past-the-post system and hold their seats until the Courts are dissolved.
The House of Commons of Onsland began to evolve as a national parliament under the Union of Two Crowns. With the Sexish Union being formed, the national parliament became a regional one that was given significant autonomy under the Union. In 1916, the body was returned to being the legislative body of sovereign state with the independence of Onsland and the dissolution of the Sexish Union. At the same time, the House of Nobles had its powers sharply curtailed and reduced to the ability to delay some legislation. As a result, the government is solely responsible to the House of Commons and the chancellor stays in office only as long as he or she can retain the confidence of the body.
The House of Commons is elected every three years by Onslander citizens aged 18 and older. Elections are conducted by first-past-the-post in electoral districts of roughly equally population. As of 2024, there are 525 districts with each one electing a single representative. The House of Commons can be forcefully called into session by the Monarch of Onsland, but may not be dissolved until writs of election are issued for the next election (i.e. there are no snap elections unless certain criteria are met). The only extraordinary elections allowed are either at the end of states of martial law or if the chancellor has been replaced more than twice in a term.
The presiding officer of the House of Commons is nominally the chancellor, currently Tam van Boom of the 1970 Movement. The chancellor, while technically the presiding officer, is in practice the head of government of the country and thus spends little time actually presiding over the chamber. The vice chancellors, currently Piet List and Karlijn Doornebosch, are the practical presiding officers over the chamber. As List's party (the 70B) is larger than Doornebosch's (LvEP/LEP) List is given the additional title of President of the House of Commons of Onsland.
As of 2024, five parties were represented in the House of Commons. A coalition of the center-left 1970 Movement and Liberal Ecologist Party currently holds a majority, electing van Boom as chancellor with the van Boom III Cabinet. The primary opposition consists of the Federalists and the Greens. In addition the official opposition, there exists the unaffiliated Robrumaran People's Party (sometimes known as the People's Party or the RVP/RFP) with 39 seats. As the RVP/RFP is a syncretic party dedicated to greater autonomy, and even independence, of the Robrumaran provinces of Onsland, it is frequently excluded from governing coalitions.
