The National Service for the Registration and Licensing of Vehicles (IELEZN) is responsible for the registration of vehicles and the issuing of drivers licenses.  
The first license plates in Brilliania were put on motorized carriages in 1895 after a royal decree. The plates consisted of numbers only, with freedom of choice for colours and fonts allowed as long as they were readable and were featured on both sides of the vehicle. A copy of the "Magazine for Motorized Vehicle Enthousiasts" from 1920 indicated the highest license plate number issued was 15077. The series ended at 35030 in 1928, when a new system of province-based license plates was issued, consisting of 2 letters indicating the province and 5 digits. The plate style was standardized in 1929, with a mandatory font and a dark blue colour. Issuance of native license plates ended between 1933 and 1979 due to ASU occupation.
