The Revolutionary Federal Commissary of Vurthungria, abbreviated the Revolutionary Commissary, the archaic Federal Soviet, or simply the Commissary, is the unicameral legislative organ of the Vurthungrian Free Association of Communes and supreme body of governing power under the Free Association's soviet democracy. The Commissary's current leader and First Commissar is Olle Eldannadid. The Assembly, composed of elected representatives from the Commune and Municipal Soviets (199 seats at present), meets for regular sessions twice per quarter. Most recent elections took place on September 22, 2019, and the next elections are set to take place in 2022 and 2025, as terms are staggered between constituencies.
Overview
The Commissary is a unicameral (one-chamber) parliament and the only body in Vurthungria vested with both legislative and constituent authority on the national level, though the Executive Commission may pass decrees under very specific circumstances with force of law, with the consent of the Commissary. It holds eight total general business sessions per year, twice per quarter. Throughout the rest of the year, a number of Permanent Commissions are in place to look after issues of national interest when not in session. All sessions are open to the public, but foreigners are subject to a modest battery of checks and authorizations to be present.
The Commissary has the power to amend the Constitution; to pass, amend, and repeal laws; debate, coordinate, and approve economic development plans, the federal budget, credit, and financial programs; and to set the general guidelines for both domestic, and foreign policy in conjunction with the Executive Commission. It hears regular reports from national governmental services, and may grant amnesties. Additionally, it hears reports from regional and local Soviets when requested, and may additionally open the floor to citizens of the country or representatives of interest groups. The enumerated powers of the Commissary is generally limited under the Constitution, more so than most national legislative bodies. As such, the Commissary has fairly limited purview, and requires a significant level of approval to establish policy that affects the entirety of the Free Association.
