The Royal Intelligence Agency (RIA) is one of the principal intelligence-gathering agencies of the Belfrasian Kingdom. It is the only external intelligence agency and reports directly to the Prime Minister.

The RIA's headquarters is Kothfield, a few miles north of Isn Deslen city limits. It's official employees operate from both Belfrasian embassies and many other locations across the world. The RIA succeeded the Office of Strategic Information (OSI), formed during the Western civil war to coordinate secret espionage activities against the Citizenist forces for the Belfrasian Armed Forces. The Royal Act of 1950 established the RIA, affording it independent oversight and a separate base of operations.

Organizational structure

Executive Office

The Director of the Royal Intelligence Agency (D/RIA) reports directly to the Prime Minister. It is directly through the Prime Minister that new directors are chosen and any funding requests route through his office. Despite this, the Deputy Director is chosen by the Director and can succeed the Director for a term of one month for the selection of a new director by the Prime Minister. This direct oversight has only existed since 2004, prior to that Parliament had direct oversight of the vast majority of operations and funding being conducted by the RIA.

The office of the Director, otherwise known as the Executive Office, facilitates all management of directorates under it and handles all liaison duties between the RIA and external agencies, such as the Royal Investigation Ministry (RIM), the Military, and foreign agencies. Supporting this role, varying positions were created unique to each particular branch being dealt with. For instance, the Associate Director for Military Support is a senior military officer that manages the relationship between the RIA and the various branches of the Armed Forces, but does not liaison between the RIA and the Myrmidons.

In the Directorate of Operations, the Associate Director for Military Support deals with specific clandestine HUMINT and covert action with military support.

Directorate of Intelligence

The Directorate of Intelligence (DI) is responsible for collecting, analyzing and decoding a wide variety of intelligence attained through usage of a Department system, in which each department is responsible for a particular type of intelligence. The Department of Cyber Intelligence, for instance, handles any CYBINT duties that extend beyond the nations borders and internet domain. Overall the Directorate of Intelligence handles the following types of intelligence: MASINT, GEOINT, OSINT, SIGINT, TECHINT, CYBINT, and FININT. It has on the rare occasion handles HUMINT resources in tight coordination with the Directorate of Operations.

Departments

The departments of the Directorate of Intelligence focus on a particular type of intelligence, such as Measurement and Signature Intelligence (MASINT), but also stretch into other fields through the usage of the Joint Operations Department. Should any of the departments require access to HUMINT resources, they need to go through the Deputy Director of the Royal Intelligence Agency for liaison work with the Directorate of Operations.

• The Department of Geospatial intelligence (GEOINT) is in charge of the Royal Intelligence Agencies department in charge of satellites or image cyphering. It operates closely with the Directorate of Operations.
• The Department of Open-source information is the department chiefly in charge of Open-source intelligence (OSINT), being information gained from using legal and open means, such as chat rooms or the news.
• The Department of Signals intelligence (SIGINT) works closely with domestic and military SIGINT units in the sharing of accurate information for other departments and the Directorate of Operations
• The Department of Measurement and Signature Intelligence (MASINT) is the largest department of the seven and has the largest number of bureaus.
• The Department of Cyber Security directly handles matters Cyber Intelligence (CYBINT) handling and works closely with the Cyber Division of the RIM.
• The Department of Technical Intelligence (TECHINT) is the main operational department for TECHINT resources and operates under the joint jurisdiction of the Directorate of Intelligence and the Directorate of Technology.

Directorate of Technology

The Directorate of Technology (DT) was established to research, create, manage, and reverse engineer technical equipment from domestic and foreign sources. Many innovations developed at DT are transferred to other directorates, organizations, or military services.

For example, the development of the Fanwerth-class nuclear-powered surveillance ship was done in cooperation with the Royal Navy. The Fanwerth's original mission was clandestine signals, measurement, and signature intelligence near disputed areas but has been improved to act as a radar source for naval fleets.

Intelligence collected by the Fanwerth-class, reconnaissance planes, and satellites are analyzed by various branches of the Directorate of Technology, headed up by the Department of Technical Intelligence, a section of the Directorate of Intelligence (DI). A majority of these branches are filled with analysts from both the RIA and military services.

The RIA has always shown a strong interest in technological advances and utilizing them to enhance its effectiveness. This interest has historically had two primary goals:

• Harnessing techinques and technology for its own use.
• Countering any new intelligence technologies foreign states might develop.

Directorate of Operations

The Directorate of Operations (DO) is in charge of and responsible for collecting foreign intelligence, mainly from clandestine HUMINT sources, and executing covert operations and actions on foreign soil. The Directorate of Operations is arguably the most secretive directorate inside the RIA with only basic information of its organization known, to such a degree that only past directors are publicly known.

In 1995, the 1972-1988 Director of Operations William Marshall gave an interview with the Belfrasian News Network in which he said that the Directorate of Operations was divided into sections, with each section having either a specific goal or handle specific things. This was compounded with information released in 2008 following the capture of Nolan Riggs, an infamous hacker who had been attacking Belfrasian sites from abroad. According to a report released by the Prime Minister, the Directorate of Intelligence and the Directorate of Operations coordinated the capture and transportation to bring Nolan Riggs to the Kingdom.
