The Blue Robe Society (මෝස්ඛෛල්ජින්, moskhailjin) was a civil service society formed during the Khyalbar Khanate that oversaw public works and is credited with the formation of the Kituki Khaganate in 584. They cooperated with and were supported by the emerging Badi clergy, helping them to construct temples and secure holy sites.

History

They were granted a monopoly on the importation, mining, and trade of coal as a way to finance their activities. Because of their ownership of coal mines, they also were the only producers of the semiprecious jet. In 417, a Xiadongese scholar visiting the Khan's court wrote that a jet-ring (瑿戒指) minister was the chief of the Khan's advisers.

The expansion of their powers, through the creation of a large number of massive public works projects, was a principle force behind Cyrus's ability to seize control of the western steppes.
