The Inspectorate of Revenue, Immigration, Customs and Excise is an Independent Crown Office responsible for collection of taxes, administration of some state support and regulatory regimes, and immigration enforcement within the Royal Union of Kouralia. To fulfil this task, many Inspecting Officers are bestowed by statute with powers to arrest persons, enter and search premises, and seize goods - as well as the power to use force to accomplish such tasks.

While it does have the statutory authority to carry out much of the operational and tactical operations necessitated by its work internally, traditionally Inspecting Officers will act as analysts and investigators. Services such as the Crown Waterguard, Treasury Guard, and local territorial Watch Services will usually provide the required tactical capabilities while RICE Inspecting Officers will be present to 'Direct so-empowered persons to lawfully execute duties and responsibilities of the Inspecting Officer.'
