The emperor or empress of the All Dulebia was the absolute monarch of the Dulebian Empire and its colonial possessions. The title was formed by an official Decree of Peter II, Tsar of Dulebia, in June 1721, as part of his westernization reforms. With the Decree of 1721, Dulebia was transformed into an empire, while the older title of Tsar of Dulebia was reformed into Emperor of Dulebia, with Peter II being crowned as the first emperor. The title existed until 1914 and the February Revolution in Dulebia. The last emperor of Dulebia, Alexander III, was captured in the Royal Palace of Ulich on 12 February 1914, and executed with the rest of the royal family and some of the palace servants three days later, effectively ending the Dulebian monarchy.
Full title
The royal title was established with the Decree of Peter II in 1721. It proclaimed the Emperor of Dulebia as "the Emperor of all Dulebia, the sole Autocrat of the Dulebian lands and the Patron of all Dulebian possessions". The imperial title varied during the lifespan of the Empire due to the territorial changes it experienced. The full title of the last Dulebian Emperor, Alexander III, said thus:
