The Congress meets in the Arabin Captiol in the District. Members of Congress are chosen through direct election, vacanacies in the Senate may be filled by a gubernatorial appointment. Congress has 227 voting members: 195 representatives and 32 senators. The House of Representatives has one non-voting members, bringing the total membership of the Congress to 228 or fewer in the case of vacancies.
