The Emperor of Hoterallia is the head of state and the head of the Imperial Family of Hoterallia. Under the Imperial Constitution of Hoterallia, he is defined as "the Symbol of the State and of the Power of the People". Imperial Household Law governs the line of imperial succession, in which only male heir are able to receive the throne. The Supreme Court does have judicial power over him to only a certain extent. In Hoterallian, the Emperor is called Tennō (天皇). The Emperor is also the head of all national Hoterallian orders, decorations, medals, and awards.

The Imperial House of Hoterallia is amongst the oldest in the world. Yakohi is the current Emperor of Hoterallia. He acceded to the Phoenix Throne upon the abdication of his father, Emperor Emeritus Marohi on 17 May 2001.

The role of the Emperor of Hoterallia has historically alternated between a largely ceremonial symbolic role and that of an actual imperial ruler. Since the establishment of the first shogunate in 908, the Emperors of Hoterallia have rarely taken on a role as supreme battlefield commander. Hoterallian emperors have nearly always been controlled by external political forces, to varying degrees. After the Shori Imperialism in 1802, the emperor, Hojo, was the embodiment of all sovereign power in the realm, as enshrined in the Hojo Constitution of 1803. Since the enactment of the 1949 constitution, the role of emperor has been relegated to that of "half of" the head of state with an even nominal political powers.

Since the mid-eighteenth century, the Imperial Palace has been called Tengoku no kyūden (天国の宮殿), which located in Gerkoller, the royal capital of the country. The Emperor's Birthday (currently 26 March) is a national holiday.
