The Charnean Intelligence Community is a group of intelligence and security agencies in service to the government of Charnea, including military, paramilitary and civilian organizations. Intelligence operations in the Charnean Empire are overseen by the Imperial Security Council (Tamashek: ⵉⵜⴰⴽⵧⵔⴰⵏ ⵜⴰⵔⵏⴰⵡⴻⵏ ⴰⵍⵣⴰⵎⴰⵖⴰⵜ, Itakoran Tarnawen Alzamaɣat), a body which includes the Tamenokalt-Gaabikoyo, several military and civilian members of the Agraw Imgharan and all four agency directors of the subordinate organizations. The modern Charnean intelligence community has been established out of various organizations created during the Transition Conflict in Charnea, particularly the security organizations created by the Northern Government between 2015 and 2021. Many personnel now operating within the Charnean intelligence community are former members of the defunct Gamo Tarnawen Tarna, or "Central Security Force", the state security organ for the Central Scipian Republic and were subsequently recruited by the Northern Government following the collapse of the CSR regime and the beginning of the Transition Conflict. Today, the Charnean intelligence community persues the twin goals of securing domestic affairs against any possible resurgence of seperatist or anti-government violence, as well as monitoring and countering foreign influence and actions in Charnea.

Agencies

• Military Intelligence Service (ⵉⵏⴰⵍⴻⵜⴰⵏ ⵙⴻⵇⵇⴻⵏⵉⵖⴻⵏ ⵜⴻⵏⴼⴰⵡⴻⵏ, Inaletan Seqqeniɣen Tenfawen or Inaseq) is the military intelligence branch of the Imperial Charnean Army, and comrpises several specialized offices and directorates.
  • Information Security Office: Dedicated counter-intelligence unit of the Inaseq.
  • General Intelligence Directorate: The primary intelligence gathering and analyisis body of the Inaseq, overseeing specialized departments.
    • Army Intelligence Department: The intelligence unit of the ICA Ground Force.
    • Air and Rocket Forces Intelligence Department: Combined intelligence unit for the ICA Air Force and the ICA Rocket Force.
    • Naval Intelligence Department: The intelligence unit of the ICA Navy.
  • Counterinsurgency Directorate: Dedicated to monitoring insurgent threats, closely connected to the ICA Civil Guard forces.
• Covert Operations Unit (ⴰⵍⵅⴰⵍⴰⵜⴰⵏ ⵔⴰⵡⵡⴰⵍ ⴻⴷⴻⵙ, Alxalatan Rawwal Edes or ARE) is the paramilitary security agency of the Charnean government dedicated to monitoring and supressing direct security threats to the state and the population by domestic and foreign groups. Its responsibilities include counter-insurgency and counter-terrorism.
• Counter Operations Unit (ⴰⵍⵅⴰⵍⴰⵜⴰⵏ ⴽⴰⵛⵛⴻⵔ ⴻⴷⴻⵙ, Alxalatan Kaššer Edes or AKE) is the paramilitary security agency dedicated to general counter-espionage duties, both in relation to identifying and eliminating foreign agents as well as misdirection and manipulation of compromised individuals and managing information leaks.
  • Anti-Corruption Office: Sub-unit of the AKE specialized in the related task of investigating corruption and uncovering illegal patronage networks and criminal infiltration, including investigation of police corruption and judicial misconduct.
• General Intelligence Service (ⴰⵎⴷⵓ ⵙⴻⵇⵇⴻⵏⵉⵖⴻⵏ ⵜⴻⵏⴼⴰⵡⴻⵏ, Amdu Seqqeniɣen Tenfawen or Amseq) is the civilian intelligence agency of Charnea and is primarily responsible for the field of foreign intelligence, an otherwise underserved role within the Charnean intelligence community.

Structure

All four entities within the Charnean intelligence community are coordinated and supervised by the Imperial Security Council, which includes the chief of state, representatives of the deliberative assembly as well as the leaders of the four agencies, allowing for direct reporting to the national leadership, oversight by the legislative authorities as well as inter-agency coordination all through the same government organ. The Military Intelligence Service is integrated into the ICA chain of command and so aditionally reports to the military leadership, while the General Intelligence Service likewise reports to the security and intelligence council of the Agraw Imgharan as the body representing the civilian government. Only the Covert Operations Unit and Counter Operations Unit report directly to the Tamenokalt-Gaabikoyo and are answerable to no other party. In praactive however, all four agencies report opently to the Imperial Security Council, which includes the necessary representatives of the parallel chains of command the Inaseq and Amseq report to. This policy is to facilitate and safetguard the cooperation and communication between agencies whose roles overlap.
