The Crisis Code of the Federation Act allowed the Premier and other administrative bodies to declare crisis codes independently or with further approval from other administrative bodies. The act was introduced by former Chief of National Security, Alexei Andrekov and was brought up in the 17th Central Committee Assembly which was given the majority vote and the greenlight by the Head of the Central Committee. the first reading was presented in the next daily senate meeting and was given the vote a few weeks later and it was passed.
