Costa Madora is divided into 19 provinces, which rank immediately below the national government and form the country's first-level of jurisdiction and type of administrative division. They include 16 provinces proper, two overseas territories (Islas Aláceas and Yuques), and one federal district (Copanaco).
Each provincial government is composed of a provincial cabinet, headed by either a directly elected or appointed governor, who serves as the chief executive of their respective province, a legislative branch made up of the provincial legislature, and a judicial branch.
While the national government maintains ultimate control, it delegates numerous functions to the provincial governments and provides monthly state subsidies to support their operations.
The provincial governments are responsible for various functions, including the creation and organization of a provincial police force, tax collection, supervision and maintenance of schools, hospitals, public transportation, and regional urban planning. They also undertake tasks assigned to them by the national government, such as the maintenance of most roads (excluding highways), as well as the establishment and management of provincial departments and municipalities in their respective jurisdictions.
