Provinces (省 - Chengshengese: Shēng; Naichinese: Xeng) are the second-level administrative divisions of Naikang. They are the subdivisions of the constituent states of Naikang. There are 28 provinces, including Tachusi Federal Province, which functions both as a first-level and second-level division of Naikang, which in turn are divided into districts, townships and differing types of localities.
The provinces act as the main interface between constituent state and township politics, with the provinces allocating seats in the constituent state's legislature based largely on the provinces that comprise the state.
