The Military Modernization and Reform Act of 1981, alternately referred to as the MMRA or Military Reform Act of 1981, was a major military overhaul related to the simultaneous passage of the Strategic Naval Initiative Act of 1981. It has helped set the legislative and appropriations framework for the Imperial Senate and subsequent Belhavian presidential administrations to increase the size and power of the Imperial Belhavian Navy for most of the last 35 years. It also led to the proliferation of PMCs such as the Pyrion Group.
