Elaria, officially the Kingdom of Elaria, is a progressive constitutional monarchy governed by the Valenwood family located in the Eastern coast of Diasparia. Its capital, Luminaris, is a beacon of sustainable development and innovation. Under the leadership of King Rodric Valenwood II and Prime Minister Alexander Sterling, Elaria thrives with a mixed-market economy driven by industries such as renewable energy, biotechnology, and artificial intelligence. History of Elaria

Early History

Elaria's origins date back several centuries when it was a collection of small, independent communities. These communities were primarily agrarian, relying on fertile lands and a temperate climate for their sustenance. Over time, as trade routes developed and technologies evolved, these communities began to interact more closely, leading to the formation of larger, more centralized settlements. The major changes in these small communities started from the Second Island wars when the First empire came to the Eastern coast of Diasparia. The local communities of East Coast united to defend their land. Eventually, peace was brokered through discussions with the fleet's chief. The locals and the fleet's members agreed to cohabit, leading to intermarriages and the formation of a new clan on the Eastern Island. Among these new clans, a certain clan climbed to the top of all other clans, this clan was later known to be the Valenwood clan. The Valenwood family among with 7 other clans decided to settle themselves to the Eastern coast whereas other clans migrated to the central part of Diasparia who then were involved in the Great Islands war. All the 8 clans decided to stay away from the war raging in the Central region of the continent.

The Kingdom of Elaria was officially established in the early 17th century when the Valenwood family, originally prominent landowners and traders, united the various communities under a single banner. This unification was achieved through a combination of strategic marriages, alliances, and military conquests. The first monarch, King Alden Valenwood, is celebrated for his vision and leadership in laying the foundation for a unified Elaria.

Parliament of Elaria

The Parliament of Elaria is a bicameral legislative body consisting of two houses:

House of Commons: The House of Commons is composed of elected representatives from various constituencies across Elaria. Members of the House of Commons (MHCs) are elected every four years through a democratic electoral process. This house is responsible for proposing and debating new laws, as well as scrutinizing government policies and decisions.

House of Lords: The House of Lords is made up of appointed and hereditary members, including nobles, distinguished citizens, and experts in various fields. This house serves as a revising chamber, reviewing legislation passed by the House of Commons and providing expertise and advice. Members of the House of Lords (Lords) are appointed by the monarch on the recommendation of the Prime Minister and other senior officials.

Prime Minister: The head of government in Elaria is the Prime Minister, who is typically the leader of the majority party in the House of Commons. The Prime Minister oversees the executive branch, implements policies, and represents Elaria domestically and internationally.

Legislative assemblies of Elaria's states

Apart from a bicameral parliament, Elarian states also have there own governing chamber termed as State Legislative Assembly. It is a unicameral house where legislative members of the state are responsible for budget drafting and overseeing the law and order of there respective state.

Chief Minister:The leader of the State Legislative Assembly is known to be as the Chief Minister. The role of Chief Minister is to execute policies, draft state bills, and represent their respective states domestically and internationally. Currently there are 22 states each with there own chief minister and cabinet ministers.

Cabinet: Each Chief Minister appoints there respective cabinet ministers to oversee various demands such as Health, Education, Finance and infrastructure.( Note: Under the chapter: "Governance" of Elaria's constitution, the state government is not allowed to have there own foreign affairs, Construction, Agriculture, Defense and Home ministers as these are subjected to national issues).

Legislative Process: Bills can be introduced in the house by either the chief minister or the leader of opposition and then to get royal assent by the Monarch once the bill passes the house. In the case of introducing budget,the Finance minister of the state needs to get assent from the Monarch prior to the presentation of Budget in the house . The Monarch can also send back the bill to the house for further amendments.
