The Daoan Pioneer Corps (DPC) (Daoan: Quân đoàn Tiên phong Đảo Bắc), commonly referred to as the Pioneer Corps, is a paramilitary multi-service national law enforcement agency of Daobac whose role encompasses customs & border protection, civil defense, maritime law enforcement and search & rescue (SAR). The Corps portrays itself first and foremost as a humanitarian and law enforcement agency, actively providing aid those in need to of aid in the seas and enforcing maritime law throughout Daoan territorial waters and its surrounding regions. The DPC protects Daobac's maritime borders, its economic and security interests and defends its sovereignty by safeguarding its sea lines of communication and commerce. Ships of the Pioneer Corps are refered to as cutters and painted white in contrast to the grey hull paint used by the Daoan Congressional Republic Navy. The choice of paint color was a deliberate choice, as it is hoped that the white colored cutters of the DPC would project a less confrontational image allowing the Daoan government to leverage the Pioneer Corps as component of its soft diplomatic power. Active duty service members of the DPC are commonly referred to as Pioneers although this term can be applied to both civilian employees and volunteer members of the organization. The number of personnel are further augmented by conscripts from Daobac's National Service program who serve as active duty Pioneers. Volunteers of the DPC are restricted from using or carrying firearms while on volunteer duty and are largely relegated to non-combat related civilian auxiliary roles although they can apply to become full time employees of the DPC. The Daoan Pioneer Corps is the direct evolution of a loosely organized group of civilian volunteers who owned ships and provided search & rescue missions for ferries that travelled between the islands of Dammay & Bautroi when Daobac was under Kajeran rule. These groups were informally referred to as the Daoan Pioneers. When Daobac earned its independence the Pioneers were formally reorganized as the Daoan Pioneer Corps and acknowledged as one of the nation's uniformed services. Structurally the DPC is placed directly under the supervision of the Ministry of Home Affairs, a ministry of the government's executive branch whose portfolio includes border protection and immigration. While the DPC is not a military organization and is not a part of the DSDF, due to its placement within the National Security Committee in times of war the DPC may be placed under the command chain of the DSDF.
