Members of the Grand Council, who are called Lord Councillors, are not elected. Instead all but 24 members are appointed by the Monarch on the advice of the Prime Minister. The 24 members who are not appointed by the Monarch are instead handed out to the parties based on the vote in the previous District and Autonomous State elections, the party with the largest vote share in that District or Autonomous State obtains the Lord Councillor for that District or Autonomous State. As there are only 23 Districts and 1 Autonomous State there can only be a total of 24 Lord Councillors elected this way. Outside of the 5 Lord Councillors who are granted to the Archbishop and Bishops of the Thermodolian Christian Church, there can be as many Lord Councillors as the Monarch or Prime Minister wishes. However all Lord Councillors must retire at the age of 85, with the minimum age to be a Lord Councillor is 25.
