The Communist Party of Radictistan (Radictistani: Kommunistpartei Radictistans) is a terrorist organization engaged in a campaign to overthrow the government of the Grand Duchy of Radictistan. Beginning with the Radictistan Automotive Works bombing in Hartfer, the KPR has committed itself to creating the conditions for a Communist revolution through the targeted destruction of state and industrial targets. It has been named the greatest threat to internal security by the Radictistani government. To date, all but a handful of Communist Party attacks have occurred within the County of Norcustsur.

Very little is know about the internal organization of the KPR. Its communiques to the government and media are usually anonymous. When signed they always refer to one of a small number of aliases. It is believed that some sort of collective leadership is practiced by the party, although whether this is a genuine practice or a fig leaf for more authoritarian institutional governance is fiercely debated within the intelligence community. The veil of secrecy over the organization was partially removed following the partial success of Operation Firebird carried out by the Army and Royal Security Police as well as the aftermath of the turbulent 2014 elections in Norcustsur.

Objectives and ideology

The political objective of the Communist Party of Radictistan, as articulated in party propaganda, is the overthrow of the Radictistani state and its replacement with a Marxist-Leninist, single-party state. The KPR describes itself as a Vanguardist party working to bring the workers and "working Agrarians" of Radictistan towards class consciousness. KPR propaganda in particular emphasizes the role played by the endemic cronyism of the Radictistani economy in holding back the legitimate aspirations of the working class, especially the tight relationship between the monarchy and certain industrial concerns such as Radictistan Automotive Works.

Structure

Like many underground organizations, the Communist Party is organized into a cell system. However, it is thought that a significant amount of control is exerted by a central authority over these cells. KPR communiques, delivered through pirate broadcasts or other means, are often signed with one of a small number of aliases.

The Radictistani authorities have identified two types of cells in the course of their counter terrorism operations: propaganda cells and active service units. The latter are those responsible for carrying out attacks on persons and property.

Tactics and weaponry

The KPR has generally followed a strategy of executing a large number of relatively small attacks to maintain a constant heightened sense of anticipation among the general population. Most KPR actions have taken the form of bombings, mortar attacks, and sniper fire. The most common targets are police and military personnel, notable personages such as judges, politicians, Crown Prosecutors, and industry leaders, plus locations associated with the Radictistani elite including shopping areas, gated neighborhoods, and tourist areas. A number of attacks were also directed at public transit systems and industrial facilities, particularly those belonging to companies with a deep association to the Radictistani power structures such as Radictistan Automotive Works.

The KPR has acquired weaponry from a variety of sources. A number of thefts of arms and explosives from police personnel, National Defense Organization armories, and mining sites have been linked to the organization. Radictistan's lack of serious restrictions on private firearms ownership has allowed the KPR to acquire small arms with ease. Beginning with the 2014 legislative election in Norcustsur the KPR began utilizing small remotely operated aircraft as delivery vehicles for explosives, turning them into improvised cruise missiles. The election campaign season also saw heavy use of large-bore improvised mortars known locally as Kaserneknackers ("Barracks busters"), which fired projectiles with up to sixty kilograms of explosives.

Strength and popular support

Unclassified Royal Security Police estimates place the total strength of KPR active service units at around 2,500. The total strength of the KPR, including those performing support functions, remains unknown.

The KPR and its operations are believed to be funded primarily through robberies carried out primarily against banks, cash-in-transit vehicles, and luxury goods stores.

The KPR is known to enjoy a wide degree of support from among working class Radictistanis. The Lenz Research Group reported in 2013 that eighteen percent of Radictistanis under the age of forty expressed sympathy or support for the organization and its goals. One in fifteen expressed a willingness to aid the KPR nonviolently, such as by sheltering members from law enforcement. By 2018 these figures had dropped to eleven percent and two percent respectively as the death toll from KPR attacks mounted.
