Dmitri Cerfbeer was appointed by Armala Coalition forces following the Surrender of Lyonia in the Great War. Cerfbeer was instrumental in the creation of the Republic of Lyonia although the Lyonian economy was in crisis and debts had skyrocketed which Cerfbeer got the blame for. In the 1920 Presidential Elections, Cerfbeer was the Liberal Party's candidate although he lost. | |||||||

Jean-Marc de Guignes, a former general in the great war, was elected in the 1920 Presidential Election. De Guignes was a nationalist who advocated for unification of the Lyonian people and implemented a radical economic plan designed to help the Lyonian economy although the economy continued to shrink throughout De Guignes' term. In the 1921 Legislative election the Communist Party won more seats than the UPDL. De Guignes announced a State of Emergency and banned many opposition parties leading to the April Revolution which ousted De Guignes and the government. | |||||||

Camille de Verley had been the leader of the Communist Party of Lyonia and was arrested upon their banning. De Verley was sentenced to be hanged for Sedition although he was freed during the April Revolution and was elected as President of Lyonia during an emergency session of the Senate. De Verley was vocal about forming a state similar to Dulebia and in 1925, he presided over the rewriting of the constitution to declare a Communist state. De Verley continued as President of Lyonia following the constitutional reform. |

Following the establishment of the Worker's Republic of Lyonia, De Verley became the unquestioned leader of the country and the party. In the early years De Verley created a cult of personality around himself. Under De Verley, the Lyonese economy grew and relations with Dulebia and other communist nations were good. In 1940 De Verley was involved in a plane crash whilst travelling from Aurifort to Etiau making him permanently paralysed from the waist down. De Verley spent his final years in pain before dying in 1946. By then most of his duties had been delegated to the People's Council. |
