Elstock is divided into six districts (Elstocker: dzélnicô; German: Bezirk), with certain rights and responsibilities on the local level. The modern-day districts are based on the original four divisions of the city in the 18th century. Szmôlermark would be incorporated into Elstock in 1884, and Tónkowò in 1920.
