The Síðari is the national governing body of Pharexia. It is often informally referred to as the Pharexian Legislature or the Pharexian Parliament. The body has two chambers: the upper house, known as the Quorum, and the lower house, known as the House of Delegates. The fifty members of the upper house are known as Prelates and are appointed by members of the Church of Pharexia. The House of Delegates has 500 members and are elected every five years based on party-list proportional representation. Pharexia is split into 10 constituencies called wards that each elect between 12 and 90 Parliamentarians. The apportionment of Parliamentarians depends on the size of the electorate, meaning a larger population equates to more representation.

The Legislature meets regularly between January and September for regular session, but a special session can be called in order to complete unfinished business or to continue negotiations on the government's budget for the following year. Floor sessions are held in the House of Nobility in Brichard. Members are called Parliamentarians, or PL's for short.

Upper house

The Quorum of Ministers, also known as the Quorum of Advisors and domestically usually referred to simply as the Quorum, is the upper house of the Síðari.

Unlike the elected House of Delegates, members of the Quorum of Ministers are appointed. A majority of ministers have been appointed by the leadership of the Church of Pharexia and subsequently approved by the President of Pharexia. The approval by the President had always been interperated as nothing more as a procedural manner, similar to royal assent in modern constitutional monarchies. This precedent was overturned, however, during the presidency of Liberal president Spartaco Arcuri in 2012 after the party adopted an abolitionist position on the Quorum. During his time in office, President Arcuri rejected twenty-five appointments by the Church of Pharexia, saying he would only appoint those who "supported either major reform [or] the outright abolition of this utterly undemocratic body".

Lower house

Functions

The House of Delegates is the main chamber of the Síðari, where the introduction and discussion of proposed legislation and review of the actions of the cabinet takes place. Both the Cabinet and the House of Delegates itself have the right to propose legislation; the House discusses it and, if adopted by a majority, sends it on to the Quorum.

The House of Delegates is also responsible for the first round of selection for judges to the Constitutional Tribunal of Pharexia (Pharexian: Lagâleg). It submits a list of three names for every vacant position to the Quorum, who are responsible for making the final decision.

Elections and parties

Voters elect candidates to the House of Delegates who stand either as independents or as members of political parties. Seats in the House are apportioned among the wards by population. Prior to election day, parties make lists of candidates to be elected, and seats get distributed to each party in proportion to the number of votes the party receives. As of 2019, eight parties are currently represented: the conservative and religious democratic Union for Conservatives, the right-libertarian and agrarian New Future party, the right-wing theocratic Ilyçisian Delegation, the centrist and technocentric Science Party, the social and economically liberal Liberal Justice Party, the left-wing and green Écologists, the progressive socialist, Dignity Party, and the liberal-conservative, New Waldensia nationalist Bloç Waldénsicois.
