The Inter-Charnean Army, or ICA, is the combined military force of the states and tribal coalitions of the Charnean Confederacy. It was founded by the ratification of the second article of the Covenant of Agnannet in the year 1790, which formally surrendered conditional command of the military powers of all signatories to the Amenukal of Charnea. Centralization of the ICA has varied from decade to decade since its creation, from highly centralized and standardized bearing close similarities to the armed forces of more modern countries, to more devolved and decentralized which almost autonomous operation of its component forces. In general, the structure of the ICA is described as a hybrid between a conventional unitary military organization and something more akin to an alliance of independent military powers under a joint command and cooperation structure.
Structure
The ICA is under the sole command of the Amenukal of Charnea, the head of state and an office distinct from the civilian government. The primary duties of the Amenukal are martial, specifically the maintenance of the joint command structure into which the constituent forces are merged into during a conflict. In recent decades, this role has also led to the development and specialization of a wide array of special organizations within the Capital Forces, which not only meet the peacetime needs of the Charnean central government, but also and more importantly aid in the cooperation and joint deployment of constituent forces through the standardization of equipment and logistical practices, as well as the operation officer training schools to aid more directly in coordination between different militias and affiliate groups during a deployment.
