The Debrecen Bureau Concilium Oberhaus, commonly referred to as The Oberhaus, houses the headquarters of the Debrecen Bureau Concilium—the metropolitan government of the city of Debrecen and the special wards, cities, and towns that make up the overall Debrecen metropolis. The entire Oberhaus complex is made of five structures that each take up a city block with the tallest of the five being Building 1; Building 4 and Building 5 also house the administrative and logistical headquarters of the Imperial Army’s Debrecen Military District.

Building 1 Is 48 stories tall and is one of the tallest buildings in the city, splitting into two twin towers after the 33rd floor and also includes three basement levels. The top of each tower houses a panoramic observation deck—which are free of charge to the public—and contain several cafes and bars. Both decks are open between 9:00AM and 11:00PM on most days.
