The Federal Intelligence Service (FIS), founded and formerly known as the Special Services Agency (SSA), is the foreign intelligence agency of the Federation of Asteria, tasked with gathering, processing, and analyzing national security information from around the world-- primarily through the use of human intelligence (HUMINT). Being a primary member of the Federal Intelligence Council, the FIS reports to the National Intelligence Director and is primarily focused on providing intelligence for the President and the Cabinet.

The FIS is unique when compared to other intelligence and investigative agencies in that it has no law enforcement function, and focuses on information gathering on an international scale. While not the only Asterian government agency specializing in HUMINT, the FIS serves as the national manager for coordination of HUMINT activities across the Asterian intelligence community. In addition, the FIS is the only agency authorized by law to carry out and oversee covert action by the President's order. To conduct these covert missions, the FIS has within it a number of tactical teams known as "Ghost Units", which are part of the FIS' "Elite Activities Division".
