Lietene is the capital city of Central Portobello. it has a population of 4,150,000 and is situated on the south-eastern most area of the nation. It's citizens are mostly ethnic Mena-Venervic and Germanic. The city became the de-facto capital of the Portobello Republic in 1679 while it's capital status was legally written into law in 1943.

In 1931, the Lietene City Council voted to place an outright ban on high-rise buildings over the height of 150ft from being constructed within the capital's territory. The main reason given for the ban was that the council did not see the need for such 'atrocious eyesores' to be erected in the city- the capital's beauty and historical skyline had to be protected. The ban was lifted in 2006, and was replaced with an agreement that would only allow high-rises to be built in certain areas of the city and that they must be under 550ft high.
