The Confederacy of Slavic States (abbreviated Confederacy or Second Confederacy; Bear-Islandic: Zdroždba, Droga Zdrožba) is a regional intergovernmental organization in Europe and Asia. It was first founded in 1971 between Bear Island and the Marsograd Empire and abolished in 1975. It was re-established in 2019, this time with original members it includes the Plutonic Dominion, The Most Serene Republic of San Servolo, the Republic of Naega Byeonhae, and Slavomolise - three joint municipalities from Molise. The CIS encourages cooperation in economic, political and military affairs and has certain powers relating to the coordination of trade, finance, lawmaking, and security. Their goal is to "ensure the national independence, sovereignty, territorial integrity and security of non-aligned countries in their "struggle against imperialism, colonialism, neo-colonialism, racism, and all forms of foreign aggression, occupation, domination, interference or hegemony as well as against great power and bloc politics." It has also promoted cooperation on cross-border crime prevention.

In the 1960s, immediately after the independence of Bear Island, interests arose over the establishment of an international organization to represent Slavic states that had either emerged from Slavic refugees or were naturally isolated. In 1971, the idea was put into practice, founding the First Confederacy. Bear Island tried to pressure Plutonic Dominion into joining the organization, but without success, which was one of the main reasons for the fall of organization 4 years later. Namely, the Bear-Island People's Front won the elections in 1975 for advocating isolationism, which resulted in its withdrawal from the organization and its dissolution. During 2006, the so-called the “Slavic world” united against the Norwegian invasion of Bear Island, resulting in military aid and volunteers coming from Marsograd and San Servolo. The war was followed by lengthy negotiations which resulted in the creation of the Second Confederacy.

All CSS member states participate in the CSS Free Trade Area.
