Hongli Cuyan (born 1984) is a Michurian politician, serving as Chancellor and Prime Minister of the Great Zhi Empire and leader of the Yanxu Party since 2021. He previously served in the Imperial Army, participating in the Feiyang Insurgency, before standing for the Celestial Parliament in 2010. He was Minister for Agriculture and Sustainable Development during the government of Yiquang Xun. He is the first ethnic Weishun to hold the highest office since Facilun Eyan was removed from office in 1973.
Hongli was born in Eyin, Jinzhou Province, to affluent Weishun parents. He was educated at Mandou College, before joining the Zhijing Military Accademy, where he graduated as an officer. He served in the Feiyang Insurgency, for which he was richly decorated. His experiences dealing with the Imperial bureaucracy, the underfunded military aparatus, and the dispassionate politicians led him to petition the newly enthroned Emperor Xuande, though his suggestions were turned down. Joining politics through his war hero status, Hongli was greatly popular with the grassroots of the Yanxu Party, for his strict moralism, personal responsibility, and grandiose charisma. When in Parliament, he focused on lobbying for increased priority to be delivered to the Imperial military, which was denied repeatedly by both Minzhu and Yanxu governments. After several high profile Parliamentary rebellions against the party line, Hongli began pushing for reconciliation with Celesterra, Michu's longtime rival. He was also vocal on government quangos, which had morphed into an unaccountable link between the elected politicians and the traditional civil service.
Taking power in the aftermath of Zhaolin Hui's government collapse, Hongli pressured the Emperor Xuande to appoint him as Chancellor, and to legitimise his power through marriage. The new Yanxu Government, under his reigime, eroded the democratic traditions established by the Yueyang Emperor, instead ruling by decree. Controversial at home and abroad, the Consort Chancellor has spent the first two years of his administration consolidating his authority, as well as instituting reforms.
