Naikang is divided into five administrative subdivisions, which include four constituent states, drawn along ethnic lines, and one federal district. Following is the table of government subdivisions and its organizational structure.

Two of the constituent states are named for the main ethnic group which inhabits them. One constituent state, the Multi-Ethnic Constituent State, was drawn up to settle the constant disagreements over land ownership during the Bano Peace Conference, and which contains an only slight Chengshenese majority. The final constituent state, the Baisinese Constituent State, is named for the Baisin region which loosely overlaps the borders of the state. The final administrative division, the Tachusi Federal Province, consists of just the capital city of Tachusi and some surrounds, and it is the most densely populated division. The largest of these divisions by population is the Baisinese Constituent State, with 6.78 million inhabitants. The smallest Constituent State is the Myacha Constituent State, with just over 3 million inhabitants, while the Tachusi Federal Province has a population of 2.15 million.
Constituent states are divided into provinces, with one province, the Tachusi Federal Province, being independent of any constituent state, and below that are districts. These districts contain townships, that are divided into localities (which can consist of a town or a part thereof) and village localities, which contain groups of villages.
