Bayaw is a unitary absolute monarchy, with Lakan Seri Humamay as head of state. The lakan is the monarch of the Free City and wields near absolute political power. The rule of the Lakan is assisted by the Mahasenapati, a position appointed by the lakan with a role similar to that of the western concept of a prime minister.
