Rafael Tokko (August 26, 2036) is a Carinansian politician, engineer, soldier, who served as the 13th president of Carinansia. A member of the Union Socialist Party, he previously served as the Governor of East Kanju, National Senator for East Kanju, and as the President of the South Oikoian Union. He is the first president of solely Kangsuan origin.

The youngest son of the prominent Kangsuan businessman Tokko Kwang-Seon, he lived most of his early life in relative squalor, as his parents were both arrested by the serene government for their involvement in a massive corruption scheme within the Republic of Kangsu in 2042. Consequently, he was raised for most of his life in Carinansian foster homes, choosing to enlist in the Serene Air Force at 17. Over the next eight years, he participated in the Carinansian invasion of Faelauntz, involved in several aerial superiority missions throughout the conflict, and the Arcadian front of the Koelasian Wars.

He resigned late into his second presidential campaign amidst a sexual misconduct political scandal and allegations of extensive human rights abuses across Koelasia, hoping to avoid trial. Very popular with the public, his Vice President assumed power and was successfully reelected that year.

On March 19, 2113, Tokko resigned as the National Congress began impeachment proceedings. Due to his regular bypass of the legislature, most Senators were opposed to the nationally controversial president.
